Robert D. Ciandella, Partner Practice Areas: Telecommunications Municipal Law Development Law Energy, Utilities and Related Services Employment and Labor Appellate Rob has been a partner with the firm since 1993. He devotes a substantial portion of his practice to telecommunications law issues. He represents municipalities, abutters and he has represented telecommunications providers. He also has an active land use practice representing both municipalities and developers. He has an extensive municipal law practice and practices in the area of utility law for both public and private sector clients, including, recently, Portland Natural Gas Transmission Systems. Rob also represents public and private sector clients in employment law issues. Rob was born in Jersey City, New Jersey. He is admitted to practice in the United States Federal District Court Bar as well as the United States Court of Appeals for the First Circuit in Boston, Massachusetts. Rob received his law degree from the University of California at Berkeley in 1979 and he received a Bachelor of Arts degree from the State University of New York at Brockport in 1976. He is a member of the New Hampshire Bar Association. He is an adjunct professor at the University of New Hampshire, teaching the Law of Community Planning. He has also lectured extensively on Telecommunications Law issues and he has been a featured speaker, radio show guest and writer on telecommunications law issues. Rob has represented a number of municipalities on telecommunications law issues, including the cities of Concord, Keene, Dover, Rochester and Portsmouth. Rob has also represented a number of towns, including Salem and Derry, and he has represented the Pease Development Authority on telecommunications law issues. He has represented the Town of Seabrook on municipal and utility law issues, and he has represented the City of Concord on utility law issues. Rob was counsel for the Town of Amherst in the first case decided by the First Circuit Court of Appeals dealing with the balance between the Telecommunications Act of 1996 and the zoning authority of municipalities to regulate the siting of personal wireless service facilities. Rob is the author of articles on Telecommunications Law, including "Summary of Impacts of Telecommunications Act of 1996 on New Hampshire Municipalities," New Hampshire Town & City, September, 1996 and "The Cable Television Consumer Protection and Competition Act of 1992 and What it Means for New Hampshire Municipalities," 34 New Hampshire Bar Journal 67 (1993).
