A native of Westbury, New York, Attorney Mulligan received his B.A. from Columbia University and his law degree from the University of Maine. He has been admitted to the bar of the States of New Hampshire and Maine since 1995.

Attorney Mulligan’s practice areas include business and commercial litigation, taxation, construction litigation, labor and employment law, business counseling and entity formation, and creditor’s rights. Attorney Mulligan’s practice also includes estate planning and administration, land use, and real estate.

Attorney Mulligan has represented clients before federal and state courts in New Hampshire and Maine, as well as before various federal, state, and local administrative agencies. He has been a resident of Portsmouth since 1995, and continues to participate in various community and charitable organizations there.
